Not sure why you would want to do that but just buy a tv and decase it.

Do not buy one of those expensive arcade lcds.

(sorry - joking). LCDs never look right in a cabinet for most of us - they're 'too good' and show up the picture for what it is (blocky). Scanlines of a CRT tv make the 15kHz picture look nicer. Plus it's removing authenticity.

Any LCD alternative also needs to accept 15kHz, or you'll have to put a converter in there. Cheaper ones are laggy and a bit crap. The LCD may have some lag too.

TV would be my choice too if you can't get yours repaired. Just a few resistors on the scart lead.
It's only something like a 20" monitor, too, by the looks of it - should be able to get a TV to fit in that.

Can you not send the monitor off for repair mate? Gunblade is your man.

Another outrun ruined... Dead  I can understand why people would want to replace LCD for reliability reasons but if you are going that route, just sell the cab and make a box for the lcd and use mame instead.
