I can't comment on the reasons why, but I have never been able to either. I upload mine to Photobucket (other cloud based apps are available) and post the link into the PM surrounded by tags.
I had this problem until my daughter inadvertently installed windows 10 on my PC when prompted by a pop up on the computer - she's 4 years old. I'd never been able to upload photos through the PM system.
