Help with Hantarex US250 PSU

Does anyone have any info on why the 17vdc to the main Signal ic (IC1, TEA1039) disappears on these??? I've checked every diode, resistor and transistor and also changed alot of them out but nothing makes any difference, Its doing my nut in. Just nothing coming out of IC1 on pin 8, but i guess it wont have if the voltage in isnt correct. But i cant see why the 17vdc isnt there. It's only like 3 v or so. I have ~330vdc out for the main 240 rectifier section so that part is ok.

Could it need a load on it?

Thanks for the reply, it was working ok before with no load attached just on the bench. ie the output side was producing +12v, +5v etc. and the 5v led was lit. Then i had it in a jamma cab and then it just stopped working completely. So i gave it a full cap rebuild and started to test every part on the switched psu side, but i 'm losing my mind with it now hahaha
