Probably the cheapest and easiest to use bit of kit to start with is a
simple digital meter. Check out Maplin's shite for a suitable unit, but
get a cheap one so that you don't feel too bad when you destroy it
inadvertently during your learning time.

Their stock number VG62S looks a good all-rounder, and at £9.99 won't
break the bank.

The first thing to do when you get it is to check the PSU voltages to
make sure they aren't too far off their values.
