Hi and welcome
There’s a few monitor repair guys on here
Gunblade is one of them ,maybe search him up or one of the others
You would need to safely remove chassis and send it off

Welcome to the ‘vac

In a nut shell, you are safely neutralising the high voltage between the anode (the area under the anode cup) and the aquadag coating on the outside of the monitor tube. This is usually done by a tool (either a HV probe or a homemade device using an insulated flat blade screwdriver, length of wire and/or crocodile clip/s) to safely discharge the high voltage to ground.
Basically, you clip one end of the tool to the monitor’s metal frame (since it should also be connected to the aquadag spring/metal strap around the back of the tube) and the other end you slip under the anode cup to discharge the voltage.

There’s loads of information on the internet and YouTube videos on how to discharge a CRT. I would fully recommend checking it out before attempting any CRT discharge if you have never done it before.
