The stuff I use will stick to brick and everything so it should be fine. I can't say 100% though, there's certain silicone based products that will actually repel the adhesive so nothing will ever stick to it.

Do your reckon you could start 'wet' and once you are happy with it then slowly peel back and stick the rest 'dry'?

Is it a bad idea to leave the start to dry for a day and then carry on?

You couldn't do that, the wet method is to allow the entire piece to move freely so you can adjust alignment - to do that you need to remove the entire backing paper and wet the whole surface, otherwise you'd end up getting the backing paper wet and then it's all gonna go wrong if that happens.

Anyone know if applying CPO to bare sanded metal is ok?

I'm debating whether to apply a primer to the bare metal first as the original panel did have a grey coat of some sort.

I would prime it first to help prevent rust bubbling up the CPO later. Mild steel loves to oxidize.
