Yes, it works fine. You may however need to connect the fast-blanking pin of the scart connector to +5V to tell the tv that you want to use the RGB input. Otherwise, depending on the tv, you will get a black screen.
I cant remember it remembers its settings.

Regarding the original topic, I think it sounds like a nice bit of kit and I'll definitely be keeping an eye on it. I'm interested from a developers point of view and would be keen to have a play with one. It doesn't say whether it has a JTAG connector or not.
I would also be keen to see a similar board with an FPGA so that it could be used for the FPGA Arcade stuff.
