i found Raiden Fighters Jet and Viper Phase 1 and both are Dream Island Co, is that a clone?

Says Seibu Kaihatsu on the title screen. I’ve never seen or known of bootlegs of these games. Let’s have a look at the pcb, seems legit to me.

Totally legit. Seibu printed on all 3 pcbs with serial numbers. Dream island where probably the programming team and it was published by Seibu SUPERSPRINT2019-10-20 10:31:25

I think you answered your own question there then. No licenses were obtained or paid for by bootleggers.

Looking at MAME, the Dream Island license are Korean releases.

Your mobo should be Korean as well.

In SeibuSPI MAME driver, you have the keys for all the regions, check if Korea region key matches Jap one.

Btw, it is possible to change the region of the mobo in reburning the iC where the region key is stored.

You can change the region in the program roms of the cart as well.
