Sega daytona sticky steering wheel

Got my sega daytona machine ready for the summer and found that the steering wheel rubber has started to break down.
It is an original, so I do not want to replace with a generic plastic one.
What is best to do?
A. Wrap current rubber in some tennis grip tape?
Or
B. Strip it all off and find some way to build it back up?

My need for speed cab wheel is the same.
You can get it all off with warm water and a bit of soap and there's some stuff you can spray something like 303 Aerospace Protectant on it to help seal it and stop it happening again.
It does take some scrubbing to get it off, use old cloths. It's a mucky job.

I think if I remove the rubber, it will be down to bare metal. Also it feels like the whole rubber section moves, not just a sticky surface.
I will look at the sewn option, see if I can get a fake leather version.
