That picture of the bootleg shows that those chips are not original, the solder on the pins is different. Only proof I would accept is a video of the board actually being powered up and running.
Pin 9 on the 5025 Sega Custom is a GND, therefore pin 9 on the '356 will be tied to GND and pin 9 is a CLK pin.
Secondly pin 15 on the 5025 is an output as clearly shown on the choplifter schematics but on '356 it is an enable input.
So please explain where you got the picture from, if it's your board then produce a video becuase at the moment I cannot see any way that would work.
