That's the puzzling bit.
LS356 have been used on a PCB that way as shown in the picture posted by Georgian2 yet I can see no way they are working without GND or CLK.

Its the LE pin that is floting not a clock pin and it must be internally pulled low so it works. If enough of the OE pins are connected to GND it must be just enouch for the chip to work. There are many cases wehere the 74 series ICs are used not as intended and they perform great. Too bad there is no internal schematics on the datasheet.
Floating ground or parasitic ground is what it's called. (as far as I know)

That picture of the bootleg shows that those chips are not original, the solder on the pins is different. Only proof I would accept is a video of the board actually being powered up and running.
Pin 9 on the 5025 Sega Custom is a GND, therefore pin 9 on the '356 will be tied to GND and pin 9 is a CLK pin.
Secondly pin 15 on the 5025 is an output as clearly shown on the choplifter schematics but on '356 it is an enable input.
So please explain where you got the picture from, if it's your board then produce a video becuase at the moment I cannot see any way that would work.
