Trust me, if every object mask ROM was dead, you'd know about it as 90% of the PCB would've died too due (it's the sort of thing that happens if someone reverse polarities or overvoltages the board).
Where you getting 3.6V from? Everything's 5V.

I get a message about swap dip to allow for 3.6v

I am happy to look at it for a bottle of wine and p&p if needed. I think an oscilloscope on various parts of the OBJ circuit is a better place to start than shotgunning an SMT IC.
Granted, it’s a chip that does fail, but there could be other things.

Now I was all set with my schematics and posho scope.
The first chip I decided to probe was the RAM connected to the CUS146.
However it was in the socket backwards, so I didn't bother. There were about 5 RAM chips in backwards on the video board.

Anyway, seems none of them were damaged enough to stop it working when put in properly, so I claim my bottle of wine.

edit: Lucky anyway, seeing the pinout - putting them backwards will reverse the polarity of the power pins which should theoretically exceed he -0.5V limit and trash the chips. At least there's some spares on that Final Lap PCB you could rob if they go in future.

I had them rams out and shuffled them around several times .. … And the big T is
Unmissable for quick glacé to make sure chips in correctly.

But I was going through an eye unjury at the time but don’t recall it flipping things upside down ? ‘ Scratchin my head ‘
