That's a Polo/2 15khz only. As you can see in this chart the b+ for 25"/28" is 140V if the tube is Videocolor and 145V if the tube is Philips:

If you measure 174V and can't lower it to 140/145V with the b+ adj trimmer there is a fault in the PSU.

the same issue can happen when there is a fault on the horizontal output circuit or bad flyback, unless you have a bad solder joint I seriously doubt this is going to be an easy fix

also unless you have experience with monitor chassis you should not be messing around with this, purely from a safety point of view- in theory you could kill yourself

scares the sh*t out of me when people with no electronics experience mess around with stuff that has hv and seriously nasty dc voltages

why don't you send it to someone that can repair it, there are a few people that do this- myself for one and tb2000(tony) also
