Hello,
here i have this two board set that has an weird scratcy sound. Not all of it is like this. Any idea what could be?

Start at around second 28:

It looks more like an inputs problem? The dig-dug does not stop and still moves slowly if no button is pressed. If buttons are pressed, it moves normal and the sound is ok. Weird.

Yeah, weird. I guess when you find the movement problem, the sound will be good. Maybe?

The 42pin IC 5158 has down and right or left inputs stuck LOW..... forced them high and the sound problem is no longer present.

No, if the 5158 pins are out of socket, they are LOW instead of floating. Chip needs replaced.

Then maybe you have bad resistors that I assume are to hold the pins high?
Check the socket without the chip and see if the affected parts of the sockets are high. If not them maybe a resistor has failed.
